The energy efficiency incentive mechanism based on Energy Efficiency Certificates.
White Certificates, or Energy Efficiency Certificates (TEE), are Italy's primary energy efficiency incentive mechanism. Each TEE certifies the saving of 1 TOE (Tonne of Oil Equivalent) of primary energy.
How they work
Electricity and gas distributors with more than 50,000 customers are required to achieve annual energy savings targets set by the Ministry. To comply, they can implement efficiency measures or purchase TEE on the GME market.
Who can obtain TEE
| Entity | Requirement | Reference standard |
|---|---|---|
| ESCO | Certified Energy Service Company | UNI CEI 11352 |
| Companies with EM | Nominated Energy Manager | L. 10/1991 art. 19 |
| ISO 50001 companies | Energy management system | ISO 50001 |
| EGE | Energy Management Expert | UNI 11339 |
Economic value
For a company implementing a significant efficiency measure, TEE can cover a substantial portion of the investment, significantly improving the project's economic payback period.
