What is an Energy Manager

The professional responsible for energy management in companies: skills, obligations, and strategic value.


The Energy Manager is responsible for energy conservation and rational use within an organization. It is a key role for transforming energy from a mere cost into a competitive lever for the company.

Legal requirement (art. 19 L. 10/91): The appointment of an Energy Manager is mandatory for industrial companies consuming > 10,000 TOE/year and service sector companies consuming > 1,000 TOE/year. The annual communication must be sent to ENEA by April 30th each year through the dedicated FIRE portal.

Appointment obligation

Italian Law 10/1991 (art. 19) requires the appointment for specific consumption thresholds:

Internal or external Energy Manager?

Companies can choose between an internal (employee) or external (consultant) Energy Manager. For SMEs, the external option is often more efficient: it provides access to specialized skills without the costs of a dedicated full-time resource. A certified EGE (Energy Management Expert) under UNI 11339 provides verified competence guarantees.
